Use 'thermal speed' with parallel temperature in bc constraint forcing - #482

Where constraints are applied as part of the ion sheath-entrance boundary condition, a 'filter' is applied so that the corrections don't affect the shape function near v_parallel=0 or affect too strongly the large-v_parallel tail. Previously the small-v_parallel filter used a velocity scale based on sqrt(2*T_parallel/m_i) while the large-v_parallel filter used vth=sqrt(2*T/m_i), which is sqrt(2*T_parallel/3/m_i) in 1V simulations. It would be more consistent to use either T_parallel or T for both. As the modifications are to the shape of the correction in v_parallel, T_parallel makes sense, and makes the scales consistent between 1V and 2V simualtions, so this commit changes the large-v_parallel filter to use sqrt(2*T_parallel/m_i). Expected results for a few test results change, but only by very small amounts.
