Major edits to fix (hopefully) the GC segfaults by using a CircularBuffer for callback messages. Removed some non-essential features and dependencies. Renamed fork to NgHerb.

This probably isn't the best solution (blocking garbage collection most of the time), but I haven't seen segfaults in a while.

Trying a polling mechanism instead of the async condition. Introduced a brief pause after ngspice library commands to allow callbacks to return.

Removed callback polling, rearranged GC disabling so that it should only happen when calling an ngspice library function.
