Add flag skipassemblefars to HMatrix function to build only near field blocks allows to piggyback on the HMatrix implementation to efficiently store linear maps stemming from the discretisation of integral operators of numerically finite reach, such as those with Yukawa kernels or kernels modulated by rapidly decaying envelopes.
