Handle unpublished upstream registry entries

Summary

• Preserve every upstream source entry in the RP catalog.
• Mark upstream records without an official package as unavailable instead of inventing an unverifiable archive.
• Keep installable metadata and integrity records limited to exact source-version matches.

This fixes the first publication failure for upstream eh-web-themes@1.0, which is present in source but absent from the official registry service.
