Coding batch 3 · canonical #1041, originals #1032 and #952

Adds one new isolated Homey Compose driver flood_sensor_unverified_battery for three individually physically interviewed exact fingerprints:

All three interviews independently record EP1 standard input Basic0/Power Configuration1/Identify3/IAS Zone1280, zoneType=waterSensor, sleepy behavior. The single TS0207 productId makes the three manufacturer IDs' matcher exact (no cross-product collision). Reuses the unchanged existing flood_sensor/device.js (IAS alarm_water and alarm_battery), no EF00 parsing, new global/legacy runtime changes, unsolicited reads or fictitious measure_battery capability.

Deliberate battery uncertainty

Each interview shows ~3.0V, not the actual physical battery type/count. Instead of touching the existing CR2032 (flood_sensor, _TZ3000_bfopm9ga) or 2xAAA (flood_sensor_2, _TZ3000_baeiitad) profile, the new driver declares provisional Homey energy.batteries:["OTHER"]. Independent physical battery reports are explicit per-fingerprint release criteria in the 0.4 Test matrix; this is a candidate for public Test, NOT claimed physical acceptance. A Homey interview alone is not a successful driver hardware test.

Adds isolated source/runtime mocked tests (including IAS dry/wet/dry + low-battery), assets using the existing legacy flood artwork Git blobs, generated Homey app.json/index, changelog, updated Test readiness and three distinct physical acceptance rows. Expected 0.4 candidate after merge: 147 total drivers / 12 new drivers / 26 exact identity rows. Existing 135 baseline manifests, protected runtime/light files, frozen 0.3.1 and release Draft PR #1470 remain untouched.
