Code Batch 2 from canonical #797

Two physically interviewed, independently exact standard ZCL thermometer/hygrometer identities:

Each has its own Compose profile (avoiding an invalid manufacturer × product cross-match), separate exact acceptance row, provisional energy.batteries:["OTHER"] until each actual physical cell type/count is reported, and inherits the existing temphumidsensor3 runtime including first-init reporting and standard centi-unit/half-percent handling. No new global Zigbee code, proprietary DP handlers, existing-driver or legacy light edits. Adds profile/source-level and actual inherited-runtime mock tests, generated manifest/index, changelog and test readiness updates.

Dependency resolved: #1505 was merged to develop-0.4 as merge commit fa2cf4f8269d45e8569aa0bb0cac60756d7601e7. This PR now targets develop-0.4, and its diff includes ONLY the two #797 exact profiles and their generated/test documentation. No 0.3.1 release/publishing or physical acceptance implied. CI run 37115941257 is green: 156 tests, 153 passed, 0 failed, three pre-existing CCT TODOs; Compose, generated manifest/index and Homey publish validation pass.

Static/publish CI is the pre-Test gate; per-identity report values, battery and wake/restart/Flow are physical acceptance tasks during public 0.4 Test, not before it. Frozen 0.3.1/PR #1470 remain untouched.

Refs: #797, #1246, #1469.
