nomologR's handoff tests now read the 0.10.1 fixtures, so the README's handoff section, the ROADMAP's fixture criterion, and NEWS say the reader is tested against handoffs from contentvalidR 0.6.0 through 0.10.1. Opens the 0.10.1.9000 development version. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

nomologR#139 merged on 2026-09-29 (cd71682), so the handoff reader in nomologR is now tested against the 0.10.1 fixtures. This moves the tested range to contentvalidR 0.6.0 through 0.10.1 in:
It also opens the 0.10.1.9000 development version. Docs only.
The wording names the tested range and no more. 0.4.0 and 0.5.0 also write handoffs, but the reader isn't tested against them.
