## Summary

Milestone 1 established the research foundation before any respondent was approached: a design review–approved research design document, a documented and independently reviewed evidence baseline from six internal validation cases, a desk research summary of the Cardano Layer 2 and interoperability landscape, and a screening process that reduced twenty candidate use cases to a finalised eleven, together with an honest account of current respondent access. All five contracted deliverables are complete and evidenced below.

## Budget Update

The grant agreement pays each milestone as a single lump-sum tranche and does not itemize the grant by cost category, so this milestone's spend is reported as a single line rather than split across categories that do not appear in the agreement.

## Issues and Blockers

No blockers affected completion of Milestone 1. One item is flagged for visibility going into Milestone 2: Category 3 (bridges, messaging protocols, stablecoin issuers, wallets) respondent access is currently the weakest of the four respondent categories against target, disclosed in the Stakeholder Access Status Update. This has already been raised with the CPC directly and is being managed through over-recruitment and snowball referral in Milestone 2; it did not affect any Milestone 1 acceptance criterion.

## Plan for Next Milestone

Milestone 2 (Primary Research) runs the interview programme: between 30 and 44 conversations across four respondent categories, including the required negative-case group of builders who evaluated Cardano and chose a different chain. It will also produce the initial blocked-demand case register (minimum 8 cases) and an early demand-signal review. Findings that do not support Cardano infrastructure investment will be reported as found.
