cardano-tracer: alarm dispatch payload; timeseries rules

Description

• cardano-tracer: alarm dispatch payload; timeseries rules Phase 2

Log consumer dispatch now carries source/ruleId/severity/summary instead of only the consumer name.

Timeseries producer: config type + pure edge-triggered state machine (Inactive/Pending/Active, for, repeatEvery, deterministic series key). Evaluator thread + Value decoder deferred.

  • Code is formatted with stylish-haskell. See .github/workflows/stylish-haskell.yml to get the stylish-haskell version
  • Code builds on Linux, MacOS and Windows for ghc-9.6 and ghc-9.12
• Self-reviewed the diff
