The Tenderly governance simulation failed at proposalCreation because PayloadIGPMain.propose() requires the governor-assigned id to equal PROPOSAL_ID (133), but mainnet proposalCount is 131 so the proposal landed on id 132. Add contracts/payloads/IGP133/simulation/setup.ts (the preSetup hook run by scripts/simulate.ts before the real propose) which creates one throwaway "IGP-132" placeholder proposal so proposalCount advances 131 -> 132 and IGP-133 lands on id 133. The dummy is proposed by the proposer EOA (not the payload) and the delegator delegation it uses is overwritten by the main flow, so the real vote tally is unchanged.
