Backport to release/1.9.x for a 1.9.5 patch release.

• fix(lyrics): read sidecar lyrics and playlists that are not utf-8 #917 — read sidecar lyrics, an imported LRC and M3U playlists that are not UTF-8 (GB18030, Big5, Shift_JIS, EUC-KR, Windows code pages), and let a cached "no lyrics" give way to a sidecar that has become readable (feat: 更多的本地歌词 编码支持 #910).

Cherry-picked from the merge commit as one commit. The only conflict was docs/features/playlists.md, where the 2.0 sentence about atomic writes does not exist on 1.9.x: the 1.9.x text is kept and only the M3U decoding sentence is added.

New dependency chardetng 1.0.0; the Flatpak cargo sources carry it (check-sources.py passes, 799/799). cargo clippy --locked --workspace --all-targets -D warnings, cargo fmt --check and the core text_encoding tests pass on this branch.
