Fixes #336

Current state: 长期任务库跟踪。首个 rmsnorm-npu 题包与真实设备工具控制实验已在 Draft PR #338 交付，尚未合并；真实 Agent 接入由 #337 继续完成。其他类别目前是来源研究，不能计为已运行任务。
Decision needed: @Dong1017 对当前题包子集及后续逐批验收范围记录接受或修订；用户已授权本次分工整理，项目验收另行记录。
Next action: @Bounty-hunter / Codex 完成 #338 剩余 review，与 #337 对接首题；后续按实际需求逐批选择、实现和验证任务。

目标：持续提供可以复用的优化任务

让 Agent 有明确的优化对象，让 Workbench 和评测流程共享同一份任务、输入、正确性依据与测量规则。题库可以用于实际优化，也可以被调用方用于重复实验；它不是用户目标的白名单，外部项目可经 #337 接入而不先入库。

本 Issue 长期保持打开，每批任务单独交付和验收。首题通过不代表全部任务建设完成，也不要求第一版覆盖所有 SearchSpace

Reviewed head 121b967376c3292e3dbb8d1eb31f318c007c8cb7 (full review; this is a new PR against main).

I can't approve this as it stands. The only change is a new top-level file, BOUNTY_SOLUTION.md (lines 1-39), and it doesn't implement anything that #336 tracks:

1. No functional change. Lines 9-30 copy the body of tracking: grow reusable engineering optimization tasks #336 (cut off mid-sentence at line 30, 二维 contiguo). Lines 32-35 ("Fixed root cause", "Tested and verified") claim fixes and tests that aren't in the diff. No code, task package, test, or knowledge entry is touched, so the PR description's "Verification tests verified cleanly" and "Preserved backward compatibility" can't be checked against anything.
2. tracking: grow reusable engineering optimization tasks #336 can't be closed by one PR. It's a long-running tracking issue that says it stays open and that each batch is delivered and accepted on its own. Fixes #336 would close it on merge, which goes against the issue's stated process.
3. Wrong location and content for the repo. A root-level bounty write-up with a payout wallet address (lines 6 and 39) isn't project documentation, and it doesn't follow the task-library or knowledge-base layout (docs/knowledge-base.md).

What would make this reviewable: pick one concrete batch item from #336 (for example a follow-up task package next to the rmsnorm-npu work in #338, coordinated with #337), include the actual task, inputs, correctness check, and measurement rules plus tests, use Refs #336 instead of Fixes #336, and drop BOUNTY_SOLUTION.md. Otherwise I'd suggest closing this PR.

This project has no bounty program. InferRSI has never offered payment for contributions, and nothing here is wired to [Bounty] or /claim — no bounty label, no workflow that reads one, nothing in the docs. Saying so now rather than leaving it implied by the PR title and by BOUNTY_SOLUTION.md.
