fix(release): restore the golden trailing newline in .tool-versions - #18

The managed golden (.github/inditextech-ci-sync-manifest.json entry db1e600b) is 'python 3.12.9|uv 0.9.7|LF'; main drifted to a missing final newline, fusing the heredoc delimiter in 'cat .tool-versions' readers and failing Release Preview / Build Snapshot / Code Verify with 'Matching delimiter not found EOF' on every PR. Byte-for-byte restore; upstream template readers are fixed by archetype-python#103 (awk '1') arriving via SYNC. skip-release Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Byte-for-byte restore of the golden content (
python 3.12.9\nuv 0.9.7\n). The upstream template readers are already fixed at the source (archetype-python#103,awk '1') and arrive via the ci-governance SYNC PR #16; this restore unblocks the open PRs immediately.skip-release
