Summary

Addresses #4 by adding a narrow repository note for the current public status of this request.

## Problem statement
Issue #4 asks whether Piper-compatible IPA phoneme fine-tuning is possible, but the public repo does not currently say what training/fine-tuning support exists or is missing.

## Root cause
The repository is inference-focused and does not currently publish end-to-end training or fine-tuning instructions for that phoneme-target workflow.

## What changed
- added `docs/issues/issue-4-ipa-phoneme-finetuning.md`
  • documented the current public boundary of the repo

  • listed the pieces that would be needed before IPA fine-tuning could be claimed as supported

    Why this design

    This is a scoped clarification PR that avoids overpromising on a workflow the repo does not currently expose.
