💡 Issue

📌 Work Description

  • 이미지 업로드 API 추가
  • 공지사항에 이미지를 업로드하면 임시 이미지 테이블에 저장
    • 어드민에서 임시 이미지 삭제 시 임시 저장된 이미지 파일도 같이 제거되는 로직 추가
  • 공지사항 저장 시 임시 이미지 테이블에서 데이터만 제거 (이미지는 삭제하지 않음)
