con-cli no longer accepts --close-pane-when-last; closing the parent pane when its last surface exits is now the default behavior. Removing the flag from surfaces create and surfaces split restores subagent spawning under the con backend.

Internal planning doc accidentally included in ac1ac78. Removing so it does not ship as part of the con-terminal backend PR.
