split Dockerfile.base RUN commands into multiple to allow for caching of layers for speed of development also added jq to make the Jellyfin_FFmpeg install less cludgy Jellyfin_FFmpeg latest no longer points to ffmpeg6, so needed to adjust for ffmpeg7
