Telegram notes reply counts only active Scratch Pad notes - #239

The /notes reply and notes intent counted and listed every status, so triaged and dropped entries inflated the total. Both the count and the latest-10 list now use only status new, the status breakdown is gone, and the empty state says there are no active notes. The PR #238 exclusion of the in-flight voice entry stays.

The /notes command and notes intent now count and list only active (status
new) Scratch Pad notes. Triaged and dropped entries no longer show up or inflate the total.New reply:

Tests updated: total ignores triaged and dropped, list lines are all new, singular wording, and a workspace with only triaged/dropped notes gets the empty state.
