Wurde das nicht beim TeamJF in Graz entkoppelt? Also dass das KH auch abrechnen kann ohne VAE?

Dafür gibt es laut Bernhard gewisse Außnahmen in denen es erlaubt ist auch ohne Intensivdokumentation abzurechnen (akzeptierbarer Error) -> die Logik können wir also wsl. nicht Pauschal verpflichtend machen. Das sollten wir nochmal abklären #83
