Restructured KCC to Kustomize base/overlays, implemented layered Helm configs, fixed track-seeding script, and resolved git-pusher manifest crash.
- Bump server memory to 64Gi to prevent OOM kills
- Fix pusher-config init writing '{}' instead of '[]'
- Add fetchRefSpec templating to allow ref overrides
