Follow-up to #83 (targets its branch); replaces #85, which was stacked on #84 and carried its commit after the squash merge. Together with #83 and #84 this makes the bundle match everything the platform feature branch now deploys.
The platform feature branch runs the vpa chart 5.1.0 / VPA 1.7.1 since GlueOps/platform-helm-chart-platform#1501, and the vpa chart README is explicit that the CRDs must be updated before the upgrade. Same recipe as #84: one line in
