Bump node requirement to 14.16.
Bump pg to 8.5.x to fix issue with knex migrations hanging after updating Node runtime version. Fix code to handle `pg.connect` finally being removed from the API.
This is a major version change and includes changes to default CORS header config, but is needed to address some critical security vunerabilities.
