Ch. 24: halve best practices — duplication with Parts A–D (-117 lines) #1924

Problem

24_best_practices.md (232 lines) is roughly 50% a recap of earlier chapters.

Specific cuts

• 24:3 — SHORTEN the generic opening ("teams operating at scale across finance, public services, healthcare, media" — none are named).
• 24:7–31 — THREE representations of the same practice list: 6 mindmaps + table + H2 headings. Keep the table, DELETE 5 mindmaps. Figure 24.1 is marked "will be inserted in final production" — embarrassing in a published book.
• 24:43–57 — SHORTEN "Code Organisation" to 5 lines (covered in Part B, chs. 5–8).
• 24:59–77 — SHORTEN "Security" to 4 lines (covered in Part C, chs. 9–12).
• 24:79–94 — SHORTEN "Performance/Observability" to 4 lines (covered in Part D).
• 24:111–126 — DELETE "Competency Frameworks/Immersive Learning/CoP" (duplicates chs. 17 + 18).
• 24:143–161 — MOVE "Structurizr Enablement Patterns" to ch. 6 (where it belongs).
• 24:179–193 — SHORTEN "Community Collaboration" to 3 lines (platitudes).
• 24:215–223 — SHORTEN the generic closing paragraph.

Expected saving

~117 lines (50%).
