Ch. 16: move migration scripts to external repo, shorten generic prose (-260 lines) #1922

Problem

16_migration.md (409 lines) is largely made up of two long code blocks that are presented as "comprehensive frameworks" but are in fact ad hoc scripts.

Specific cuts

• 16:7–16 — SHORTEN the generic migration intro (4 paragraphs opening similarly, no tool-specific content).
• 16:17–26 — SHORTEN "Assessment and planning" by 50% (4 paragraphs; AWS Application Discovery Service is mentioned but not how it is used).
• 16:36–44 — SHORTEN "Gradual codification" to 4 lines or replace with a concrete terraform import example.
• 16:46–54 — DELETE "Team transition" (belongs in Part E + duplicates 11:37–43).
• 16:63–201 — MOVE TO external repo or SHORTEN to 30 lines. 140 lines of CloudFormation template with outdated AMI ami-0c94855bb95b03c2e (2020) and hard-coded values; "Update with actual CIDR" comments show that it is not production-ready.
• 16:203–387 — MOVE TO external repo or DELETE. 180 lines of bash script with inline heredoc Python; validate_security_compliance is raise NotImplementedError. Presented as a "comprehensive testing framework" but is really a collection of ad hoc commands.
• 16:389–395 — SHORTEN the summary by 50%.
• 16:397–401 — MOVE the Part E introduction to part_e_*.md.

Expected saving

~260 lines (60%).
