Chs. 13 + 14: remove the Vitest section, merge ch. 14 into ch. 13 (-265 lines) #1921

Chapter 13 (420 lines → ~210)

• 13:9–18 — SHORTEN the filler intro ("testing is important" repeated).
• 13:27–31 — SHORTEN the Pulumi paragraph by 50%; it is subtly incorrect (Terraform gained terraform test in 2023).
• 13:37–99 — SHORTEN by 60% the large GitHub Actions example (60 lines); one pipeline is enough.
• 13:101–232 — DELETE the entire Vitest section (130 lines). Vitest is a frontend tool for Vite/TypeScript; the argument that "many AaC workflows include TS components" is a stretch. The whole section is a vendor detour where every See Appendix A, Listing 13-B...F points to code that is not inline.
• 13:234–276 — Merge the Integration/Security/Performance sections into a single 10-line section. The Chaos Monkey paragraph duplicates 09c:64–66.
• 13:278–311 — DELETE "Requirements as Code" (25 lines) — duplicates ch. 12; even the figure is borrowed from ch. 12.
• 13:313–356 — SHORTEN "Practical Examples" to 10 lines (they are only teasers for the appendix).
• 13:394–410 — SHORTEN the summary by 50%.

Chapter 14 (106 lines → 0)

14_practical_implementation.md is a stub that mostly refers out to the appendix.

• 14:5–22 — DELETE the image carousel.
• 14:36–42 — DELETE Pulumi-vs-Terraform (duplicates ch. 13).
• 14:44–48 — DELETE the protected-branches paragraph (duplicates ch. 11).
• 14:55–67 — SHORTEN the generic resilience checklist; move to an appendix.
• 14:83–91 — SHORTEN "Practical Examples" to one sentence per appendix entry.

Decision: MERGE ch. 14 into ch. 13 (or into the Part D introduction). What is worth keeping = ~30 lines on the landing-zone pattern.

Consequences

• Update docs/book_index.json (remove ch. 14).
• Update references in 33_references.md and appendix 30.
• Tests in tests/test_completeness.py.

Total saving

~265 lines.
