[RECONSIDER] Ch. 21 digitalisation: off-topic + broken code (-310 lines or remove) #1911

Problem

21_digitalisation.md (393 lines) suffers from two problems:

1. Off-topic

The chapter is about digital transformation strategy, not Architecture as Code. The book is called "Architecture as Code", not "Digital Transformation Strategy". Much of the chapter (lines 1–80) is generic McKinsey-style prose.

2. Broken and misleading code

• 21_digitalisation.md:312–369 — Python developer portal with from terraform_runner import TerraformRunner. The package does not exist. The comment in the code itself admits this.
• 21_digitalisation.md:270–309 — Compliance pipeline with terraform plan | grep -E '(encrypt|encryption)' || exit 1 and the comment "WARNING: Grepping for 'encryption' keywords is not a meaningful GDPR compliance check". The code documents that it is non-functional.
• 21_digitalisation.md:96–191 — 95 lines of a Terraform VPC template labelled "GDPR-compliance" where the EUCompliance = GDPR tag is a meaningless gimmick.

3. Unsourced figures

• Line 38: "£500 billion in digital transformation initiatives" — no source
• Line 44: "reduces manual effort by up to 70%" — no source
• Lines 66–78 + 194–213: Spotify/Stripe/Netflix/Capital One — unsourced figures, and moreover duplicated within the same chapter (lines 194–213 repeat lines 66–78).

4. The only valuable part

EU sovereignty and cloud provider listing (lines 216–253: AWS European Sovereign Cloud, Azure EU Data Boundary, OVHcloud, Scaleway, Open Telekom Cloud, GAIA-X). This is substantive — but duplicates ch. 15 and ch. 25.

Two options

Option A: Reframe to focus on EU cloud

Keep only lines 216–253 (~80 lines). Rename the chapter to "EU Sovereignty and Cloud Provider Selection" or move the content to ch. 11 / ch. 15.

Option B: Remove the chapter entirely

Move EU sovereignty (~50 lines) to ch. 11 (Governance) or ch. 15 (Cost) as a new section. Delete 21_digitalisation.md.

Expected saving

• Option A: ~310 lines (393 → ~80)
• Option B: ~340 lines (393 → 0; ~50 lines relocated)
