[REMOVE CHAPTER] Ch. 23 soft_as_code_interplay — filler chapter that recaps the rest of the book (-240 lines) #1908

Decision required

The review recommends that 23_soft_as_code_interplay.md (262 lines) be removed as a standalone chapter.

Rationale

The whole chapter is a meta-chapter summarising what other chapters already say:

• Compliance as Code → ch. 11
• Architecture as Code → the entire book
• Documentation as Code → ch. 22
• Knowledge / Culture as Code → chs. 17–19

Specific issues

• Six mindmaps (lines 18–44) as pure decoration — none is reflected in the prose.
• "Key takeaways" bullet list (lines 46–55) that summarises what the chapter is about to say — a double introduction.
• team-norms.yaml + knowledge-registry.yaml (lines 104–203) — fabricated YAML templates that solve no real problem. "Psychological safety over speed" as cultural_principles is a parody of Culture as Code.
• "Scenarios" (lines 224–234) — fabricated vibe-based examples without substance.

Suggested replacement

Add a 25-line section at the end of ch. 22 listing "Other as-code disciplines" with one sentence per discipline (Knowledge as Code, Culture as Code, Requirements as Code).

Consequences

• Remove the file from docs/book_index.json.
• Update references in 33_references.md.
• Update the book structure in part_f_*.md.
• Any links from other chapters.

Expected saving

~240 lines (92%).
