this took an annoyingly long time for a pretty simple change
This adds a downloader for the NCBI gene summary file, which is a gzipped TSV that contains NCBI gene IDs + free-text descriptions. To be used in an imminent Gene Normalizer release, for eventual ingestion in MetaKB.
simple test:
