feat: add nuclear-option module and allow its rcon protocol - #38

Conversation
Adds the Nuclear Option dedicated server module (SteamCMD-installed at runtime) with module.yaml, template.yaml and README, and extends validate.py's RCON_PROTOCOLS allowlist with "nuclearoption" so the template's console declaration validates. The allowlist mirrors the GameTemplate CRD's rcon.protocol enum, which already carries nuclearoption; the agent-side implementation lands in the parent repo in the same change.
