Dependabot PR #386 (`eslint` 9.39.5 → 10.x) is blocked at `npm ci` because `eslint-plugin-react@7.37.5` declares `peerDependencies.eslint: "^3 || ^4 || ^5 || ^6 || ^7 || ^8 || ^9.7"` (no ESLint 10 support). Fails in ~10 seconds at step 4 of the `web` job before any test runs; `web e2e (mock)` and `design vs browser visual diff` jobs fail identically. The other ESLint plugins are already ready: `eslint-plugin-react-hooks@7.1.1`, `@typescript-eslint/eslint-plugin@8.69.0`, and `@typescript-eslint/parser@8.69.0` all accept `^10.0.0`. Do not attempt workarounds (`--legacy-peer-deps`, `overrides` blocks, pinning tricks). Do not close #386.
Note PR #387 (`@eslint/js` 9 → 10) is **not** blocked and its `web` jobs pass: the `eslint-plugin-react` peer range constrains `eslint` itself, not `@eslint/js`. Do not assume the two move together.
