feat(web-ui): consolidate FlowChat tool UI

Summary

• Consolidate FlowChat tool cards around a registry-driven architecture with compact, detail, and preview/stream templates
• Add shared tool UI primitives, backend manifest sync, dynamic config registration, and completed-tool effect registry
• Preserve custom interactions while wiring LiveApp refresh and artifact/fallback rendering through common primitives
