Bump Chrome/Firefox package metadata and move Unreleased notes into the 2.5.0 changelog so a v2.5.0 tag can build store zips.
The ID-seeded manifest spec raced the page config handshake and fail-closed fetch, which made Validate flake on the release PR.

Bump package metadata to 2.5.0 and move Unreleased changelog entries into the 2.5.0 section so a
v2.5.0tag can run the Release workflow.That tag build already published:
