Context
Lab leases/templates exist in API and CLI (FM-710/711), but there is no web presence yet. #15 lists 'web presentation of active leases and their expiry'.
Goal
A Lab page (environments first): lease cards with lifecycle stepper, TTL and max-lifetime, owner/purpose/project, live provisioning log; request drawer (template, project, purpose, TTL, destroy/keep) with fleetctl equivalent; templates, capacity, history tabs.
