The mirror-fallback chain (Zenodo first, Dataverse second) is implemented in fwl-io for now; contributing it upstream to pooch (fatiando/pooch#310) remains the plan once it has settled, as FormingWorlds/PROTEUS#605 (comment).

This issue just to remind ourselves.
