Document the data-access pattern for non-Python modules #21

Problem description

AGNI (Julia), SOCRATES (Fortran), and Obliqua (Julia) cannot import fwl-io. Driven through PROTEUS this is a non-issue (PROTEUS interfaces fwl-io and passes resolved paths), but standalone these codes need a clear, robust way to obtain their data.

Preferred solution

Document the supported pattern rather than adding machinery: the fwl-io CLI (fwl-io fetch <model>) for standalone provisioning, and reading the resolved versioned FWL_DATA path directly (AGNI config already accepts absolute/relative directories). Coordinate with nichollsh/AGNI#185.
