Problem description
The PROTEUS pyproject file specifies where and which dependencies to obtain. This includes PETSc for running SPIDER, which PROTEUS obtains from OSF despite us now using Zenodo+Dataverse and no longer supporting OSF.
Expected behavior
Move PETSc to Zenodo+Dataverse and update the get_petsc.sh script.
