Fixes #1710.
full / windows / Check's own steps total ~44–45 min on hosted Windows, so runner variance hit the 45-min cap (runs 39976433137, 39994289786: all steps green, cancelled at 45:00). Raised to 60 min. Splitting the job to cut wall time is left as a follow-up option.
