Closing without merge (canary only; replaces floating pins). The failures are fbuild-main regressions (#1537 canonicalize memo tests on Windows; ESP32 include-farm esp_bredr_cfg.h), and the ESP32 one also reproduces with the old setup-soldr 869aa7b (run 36514030389). They are not caused by setup-soldr v0.9.84. Details: zackees/ci.yml#40
