ci: seed shared Dylint cache from main

The unified Dylint job is correct, but the first green run still took 15m because setup-soldr defaults to restore-only on pull_request and this workflow had no main-branch trigger. Add a push-to-main trigger to the existing workflow so the main run saves the build/Dylint cache that future PRs can restore. No new workflow is added.\n\nValidation: PYTHONPATH=. uv run --no-project --with PyYAML python -m unittest ci.test_fractional_workflows (11 passed).
