Add !!bingo tag

Adds a !!bingo tag that makes the bot reply with the link https://bingobaker.com/pdf/10637018?pages=1&grid=1&submit=Download. The bingo card itself can be found here: https://bingobaker.com/view/10637018, along with all possible values it can contain. Below are the possible spaces:

Although the bingo card page has an "edit" button, the button is only visible to the creator, me, and no one else, so it is not possible for anyone else to tamper with the card. If necessary, a moderator can copy the card and use their card's link if it is a concern. To get the card, all the user needs to do is click the link and then click the "generate" button. Cards are not downloaded automatically, so the user can opt out if they did not intend to click the link, or they no longer want to.

The bot isn't meant for games, and it looks like this is just going to be used to annoy users.

This PR is not a hill I will die on, so if we think people will use it poorly, then I'll just close the PR.

I would argue this isn't adding any games per se to the bot since it only provides a link to download a card and isn't hosting anything, but it is making the bot a middle man for getting the activity, which I understand we may not want to do.

The card itself is a pdf, so playing the game is completely external to discord. The user would need to send a their own message regarding their bingo card, which is subject to moderation if they get mean-spirited.
