Closes #62.

FEZrs_Conda_Publish.yml is triggered by workflow_run, so the job token is scoped to the base repo and previously inherited the default (often write) permissions. This adds an explicit workflow-level permissions: block with contents: read — enough for actions/checkout, and no write access. Upload still uses ANACONDA_API_KEY, not GITHUB_TOKEN.

A setup test asserts the block stays in place and does not grant contents: write.

workflow_run jobs inherit the repo default token scopes. An explicit
contents: read block is enough for checkout and drops write access the
Anaconda upload does not need.
