Conversation
FairDM 0.3 refuses to start in production without BACKUP_PUBLIC_KEY, so the image check failed for every portal on it. The check now makes a key for the run.

Summary
The image workflow fails for every portal on FairDM 0.3 or later. The check starts the image in production, and FairDM refuses to start there without
BACKUP_PUBLIC_KEY(fairdm.E700), so the portal exits before it answers.Changes
The start step generates an OpenPGP key for the run and passes its public half as
BACKUP_PUBLIC_KEY. The key is never stored and never encrypts anything.Verification
A key generated with these commands passes
manage.py check --deployon a portal image built on FairDM 0.4.1, with neitherfairdm.E700norfairdm.E701reported. This workflow itself runs only once a portal calls it, so it is proved by the portal's next image check after a tag.
