Summary

Adds the documents that say how this repository is maintained, and moves the example portal onto the FairDM commit that declares its platform on main.

Changes

• CONSTITUTION.md: the rules every change meets. The project articles are:
  • the workflows serve portals only, with no per-portal switches
  • the image and PostGIS versions always come from the FairDM a portal pins
  • the interface that portals depend on is kept stable
  • portals pin tags, never main
• CONTEXT.md: the vocabulary (portal, platform, base images, caller workflow, example portal, pin tag).
• AGENTS.md and docs/agents/: commands, required checks, issue tracker and triage labels.
• docs/contributing/standards/: the testing, code documentation, documentation and Django standards the constitution refers to.
• The example portal now pins FairDM at the merge of Record the base image and PostGIS version a portal runs on fairdm#535 instead of that pull request's branch head.

Scope

Documentation and the example portal's pin only. No workflow changes.
