DeepLaw v0.13 remains one local-first Source-to-Knowledge Compiler with evidence, Living Wiki and task continuity on a shared governed kernel.

Ordinary source-free knowledge can now be recalled and read through the default public query path while retaining tentative, agent-derived, non-authoritative status. Complete AND/OR support sets preserve independent evidence during source maintenance and selective forgetting. Task-bound action receipts distinguish not started, unknown, success and failure without executing or repeating external actions.

The candidate also adds admitted-only omission explanations with authenticated bounded continuation, preserves declared evidence gaps and exact source excerpts through final payload fitting, and supplies a deterministic subsequent-task maintenance evaluator. New public formats are versioned; historical formats and explicit Query Plan v6 remain available under their existing contracts. The direct-relation dependency migration preserves canonical identities and validates foreign keys before commit.

Local validation: 3099 passed, 8 skipped (three reserved stress ranges and five native Windows checks); uv lock --check, Ruff and git diff checks passed. The tested 113-file candidate remained byte-identical throughout the complete run. Exact wheel clean-install/public journey and two byte-identical local builds passed. Candidate Full 34321430000 is running for f5d7b54; earlier Windows native ACL timeouts are not yet demonstrated resolved. One real bounded OpenCode two-turn/fork development run preserved the expected decision and next action, correlated four query/read calls, kept the read-interval Ledger unchanged and confirmed cleanup. It observed only 3 of 8 formal duties and does not pass formal Host admission. The original thirteen Kernel Core gates and six native Host slots remain required. Development scenarios, synthetic Host handoff and the local Seatbelt facility do not establish formal qualification, legal completeness or comparative superiority.

Preserve non-formal native observers, bounded guest assembly, lifecycle build provenance and fixed maintenance tasks. Record continuation scope and two unresolved Platform Core inventory failures; release_ready remains false.
