feat: the request permission (manage:request) - #328

A grantable, condition-bearing token presented in the manage-request's own token field; the gate is optional per verb and scope on the receiving side so a stranger's first contact still works, and the spec says plainly it protects only what is reachable through an earlier relationship. The conformance suite gains the token and a gated capability.request frame.

Implements #324 on top of #323's machinery: the right to request a capability is a grantable, condition-bearing manage:request token presented in the manage-request's own token field. The receiving handler opts in per capability (requireRequestToken) and checks bearer, verb, requests-capability and scope before the domain sees the ask; requestCapability can present one. Off by default, so a stranger's first contact is unchanged, and the spec states plainly the gate protects only what is reachable through an earlier relationship. Registry row, typed claim in both wire crates, conformance vectors (token + gated frame) included. Closes #324.
