failed.

Fixes #118. The join key request's description had parentheses, which Tailscale's API refuses with
400 keys: description had invalid characters, so the tailscale provider could never create a key. It now readsgithub-runner fleet vpn-auth join key Ansible-managed, which the API accepted when tried.tests/unit/test_tailscale_api.pychecks the description against the characters the API was seen to accept (it fails on the old text) and the key's capabilities.
