The mutation job now runs only from workflow_dispatch. It stays in the workflow with its cache handling and the force flag on main, but it is no longer part of the required-checks gate or the release job's needs, so pull requests and pushes no longer wait on it. The mutation script and its 100 break threshold are unchanged for manual runs.

The mutation job no longer runs on pull requests or pushes and no longer
gates required checks or the release job. The script and its threshold are
unchanged for manual runs.
