This reverts commit 5d6da69. This configuration simply does not work universally for everybody and it actively breaks the guide in doc/site/content/development/building-without-docker.md - no default build configuration generates or puts compile database in build folder - the fallback flags are unnecesary when compile db exists, and there are way more that are required anyway
