Summary
Localize the new Format button onboarding popup in the Spreadsheet Editor for the Korean locale.
The popup previously fell back to English because the following strings were missing from
ko.json:SSE.Controllers.Toolbar.helpCellFormatHeaderSSE.Controllers.Toolbar.helpCellFormatSSE.Views.Toolbar.textCellFormatThis change adds the Korean translations.
