Creates one qualified GitHub Release containing macOS ARM64 DMG, Windows x64 installer, Windows portable ZIP, checksums, and provenance manifest. The macOS flow post-copies Chromium after PyInstaller to avoid nested-app codesigning and verifies runtime startup.
